Azerbaijan has established mandatory parking quotas based on the minimum number of parking spaces for residential and non-residential buildings.

Main Rules and Restrictions

  • Intended use: Parking spaces are designated solely for users of the building; use for other purposes is prohibited.
  • Residential units: Each apartment requires 1 space; apartments larger than 180 m² require 1.3 spaces. In multi-apartment buildings, at least 50% of spaces must be underground.
  • Electric vehicles: In facilities with 50 or more parking spaces, at least 5% must have electric charging stations. Only electric vehicles may park in these spaces.
  • Dimensions: Standard size for passenger cars is 2.3 m × 5 m. For tour buses, the width must be at least 3 m and the length at least 8.5 m.

Cases for Reducing Quotas

Under certain conditions, reductions in the number of parking spaces may be applied:

  • By population: In residential areas with up to 50,000 residents, a 50% reduction is possible; in areas with 50,000–100,000 residents, a 25% reduction is allowed.
  • Proximity to public transport: A 30% discount applies to facilities (except residential buildings) located within a 400-meter walking distance of metro, tram, or transport interchange centers.
  • Exceptions: These quotas do not apply to rural residential areas, except for villages in Absheron.

Each facility type has specific standards applied according to area or capacity:
