The State Program on Tourism Development in the Republic of Azerbaijan for 2026–2030 has been approved to offer competitive tourism products on the market, improve governance and regulation in the tourism sector, promote tourism development across regions, and organize effective branding and marketing activities. President Ilham Aliyev signed a decree to this effect.
Under the decree, the Cabinet of Ministers of the Republic of Azerbaijan is required to prepare and submit a range of proposals to the President of Azerbaijan. These include drafting amendments to improve the Law of the Republic of Azerbaijan "On Tourism" within six months, based on proposals from the State Tourism Agency of the Republic of Azerbaijan.
Additionally, within three months, proposals must be prepared regarding the issuance of investment promotion documents for tourism-related projects, the improvement of mechanisms for issuing investment promotion documents taking into account the specifics of tourism activities, and state budget subsidy conditions stipulated in clause 8.8.1.3 and subclause 8.8.2 of the State Program.
The Cabinet of Ministers is instructed to coordinate and oversee the implementation of measures outlined in the State Program and to report on their progress to the President of the Republic of Azerbaijan once a year.
The Ministry of Digital Development and Transport of the Republic of Azerbaijan must prepare and submit proposals to the Cabinet of Ministers within three months to enhance air transport's contribution to tourism development. Meanwhile, the State Tourism Agency of the Republic of Azerbaijan is instructed to take necessary measures to address issues arising from the decree.
The Ministry of Finance and the Ministry of Economy, together with the State Tourism Agency, are required to take appropriate steps to allocate necessary funds during the annual drafting of the state budget and state investment programs to finance the activities outlined in the State Program.
The monitoring and evaluation of the implementation of measures specified in the State Program will be carried out by the Center for Analysis of Economic Reforms and Communication upon request from the State Tourism Agency of the Republic of Azerbaijan.
