President of Azerbaijan Ilham Aliyev has approved the amendments made to the law «On Information, Information Technology, and Protection of Information» by his decree dated August 10, 2026. This was reported by the State Service of Special Communication and Information Security of the Republic of Azerbaijan.
With the adopted amendments, the scope of the law’s application has been expanded, and issues of ensuring information security and cybersecurity have been included in the regulated public relations. The document was prepared based on the analysis of international experience and national legislation.
In the updated law, legal definitions of concepts such as «information infrastructure», «cybersecurity», «cyberspace», «computer incident response center (CERT)», «National CERT», and «State Computer Incident Response Center (State CERT/GOV CERT)» have been established for the first time.
By the decree, the legal status of the State Computer Incident Response Center (State CERT/GOV CERT) is established in legislation. The powers for managing the center have been entrusted to the State Service of Special Communication and Information Security, which is the central executive authority in this field.
Among the main tasks of the State CERT, continuous monitoring of the state information infrastructure in terms of cyber threats, cyberattacks, and cyber incidents, providing a secure internet network, investigating the causes of incidents, preventing them, and eliminating their consequences have been determined. The center will also conduct proactive research in the field of information security.
Detecting and monitoring fake domain names created with the purpose of imitating the official «gov.az» segment will also be one of the functions of the State CERT.
As a continuation of the execution of the decree, the preparation of relevant normative legal acts is envisaged. These include the «Regulations on the State CERT» and the «Rules for Ensuring Information Security and Cybersecurity of the Information Infrastructure of State Bodies (Institutions), as well as Protected Persons, Protected and Strategic Objects».
