Europe and Azerbaijan are launching a large-scale partnership aimed at regional stability.

The European Union and Azerbaijan are moving to a new level of strategic engagement, encompassing energy security, the development of transport corridors, and post-conflict reconstruction of the South Caucasus. The parties announced the implementation of large-scale investment programmes aimed at building a 'green' energy bridge and integrating the region into international trade routes.

The Energy Vector and the 'Green' Transformation

Azerbaijan has confirmed its status as a key supplier of energy resources to Europe. In recent years, natural gas exports to EU countries have grown by nearly 65%, and the Southern Gas Corridor has become the main artery of the continent's energy security. Under current conditions, the bilateral partnership is shifting towards the 'energy of the future'.

Active development of renewable energy sources (RES) is planned. Contracts signed with international and local companies will ensure the creation of solar and wind energy generation capacity of up to 8 GW within the next 5–6 years. Plans include the creation of a 'green energy corridor' linking Azerbaijan to the European energy market, which will also allow for the optimisation of natural gas exports.

Transport Connectivity and Global Gateway Investments

Under the EU's Global Gateway programme for the South Caucasus, up to 200 million euros in grant funding is planned, which could attract up to 2 billion euros in public and private investment. The main growth points will be:

  • Modernisation of railway infrastructure, including a connection via Nakhchivan.
  • Development of the Baku International Sea Trade Port.
  • Optimisation of routes along the 'East–West' and 'North–South' corridors.

Azerbaijan, with its unique geographical position, is taking on the role of a key hub connecting Europe, the Caspian region, and Central Asia.

Consolidating Peace and Regional Development

Special attention is given to the 'Support for Peace' programme with a budget of 20 million euros. These funds will be directed towards humanitarian and social projects designed to make the benefits of peace tangible for the region's residents. The main priorities are:

  • Demining of territories as a fundamental security factor.
  • Development of healthcare infrastructure and rural areas.
  • Water resource management and the introduction of precision farming technologies.
  • Support for small and medium-sized businesses.

As the information presented indicates, the normalisation of relations between Azerbaijan and Armenia opens up opportunities for long-term stability. In particular, the laying of an electricity cable to Armenia is being considered, which could become an important instrument of economic trust.
