According to the channel's sources, the text of the memorandum is deliberately vague. The purpose of this approach is to create a positive atmosphere for the technical negotiations that are to follow its conclusion. "One of the goals is to provide Iran with the opportunity to 'sell' the agreement to its domestic audience," CNN quotes its sources as saying.
Representatives of the US administration also state that the document does not reflect behind-the-scenes agreements and crucial Iranian concessions. "The memorandum is a political document that should not be taken literally," they emphasize.
