President Ilham Aliyev has signed a decree on the application of the Law of the Republic of Azerbaijan No. 452-VIIQD dated July 14, 2026, "On Amendments to the Labor Code of the Republic of Azerbaijan, the Civil Code of the Republic of Azerbaijan, the laws of the Republic of Azerbaijan 'On Currency Regulation', 'On Investment Funds' and 'On the Securities Market'" and on amending the Decree of the President of the Republic of Azerbaijan No. 353 dated November 12, 2010, "On the application of the Law of the Republic of Azerbaijan 'On Investment Funds'".
We present the text of the decree:
1. It is established that:
1.1. The powers of the relevant executive authority provided for in the second sentence of Article 9-4.5 of the Law of the Republic of Azerbaijan "On Investment Funds" are exercised by the President of the Republic of Azerbaijan;
1.2. "authority (institution)" in the second sentence of Article 9-4.5 of that Law refers to the Ministry of Economy of the Republic of Azerbaijan.
2. The Cabinet of Ministers of the Republic of Azerbaijan shall resolve issues arising from the Law of the Republic of Azerbaijan No. 452-VIIQD dated July 14, 2026, "On Amendments to the Labor Code of the Republic of Azerbaijan, the Civil Code of the Republic of Azerbaijan, the laws of the Republic of Azerbaijan 'On Currency Regulation', 'On Investment Funds' and 'On the Securities Market'".
3. Part 2 of the Decree of the President of the Republic of Azerbaijan No. 353 dated November 12, 2010, "On the application of the Law of the Republic of Azerbaijan 'On Investment Funds'" (Legislative Collection of the Republic of Azerbaijan, 2010, No. 11, Article 969 (Volume I)) shall be given in the following edition:
"2. It is established that:
2.1. The powers of the relevant executive authority provided for in the second sentence of Article 9-4.5 of the Law of the Republic of Azerbaijan "On Investment Funds" are exercised by the President of the Republic of Azerbaijan;
2.2. "authority (institution)" in the second sentence of Article 9-4.5 of that Law refers to the Ministry of Economy of the Republic of Azerbaijan;
2.3. The powers of the relevant executive authority provided for in Article 48.1-1 of that Law are exercised by the Ministry of Internal Affairs of the Republic of Azerbaijan.".

President Ilham Aliyev has signed a decree on the application of the Law of the Republic of Azerbaijan No. 465-VIIQD dated July 14, 2026, "On Amendments to the Migration Code of the Republic of Azerbaijan, the laws of the Republic of Azerbaijan 'On registration by place of residence and place of stay' and 'On State Duty'" and the regulation of some issues related to this.
The decree states:
1. The "Content of the decision on extending the temporary stay period of foreigners and stateless persons in the Republic of Azerbaijan" shall be approved (attached).
2. The Cabinet of Ministers of the Republic of Azerbaijan shall resolve issues arising from the Law of the Republic of Azerbaijan No. 465-VIIQD dated July 14, 2026, "On Amendments to the Migration Code of the Republic of Azerbaijan, the laws of the Republic of Azerbaijan 'On registration by place of residence and place of stay' and 'On State Duty'".
3. In paragraph 9.6 of the "Statute on the State Migration Service of the Republic of Azerbaijan" approved by the Decree of the President of the Republic of Azerbaijan No. 560 dated March 19, 2007 (Legislative Collection of the Republic of Azerbaijan, 2007, No. 3, Article 239 (Volume I); 2024, No. 11, Article 1200; 2025, No. 1, Article 53), the words "to those persons" shall be removed, and the word "issuance" in that paragraph shall be replaced by the words "drawing up in the manner prescribed by the Law of the Republic of Azerbaijan 'On Electronic Signature and Electronic Document', transferring to the Electronic Government Information System for placement in the applicant's electronic cabinet in the Electronic Government Information System, and sending to the applicant's email address".
4. The following amendments shall be made to the Decree of the President of the Republic of Azerbaijan No. 78 dated April 8, 2009, "On approval of the description, specification and samples of temporary and permanent residence permit cards in the territory of the Republic of Azerbaijan, as well as the decision on extending the temporary stay period of foreigners and stateless persons in the Republic of Azerbaijan" (Legislative Collection of the Republic of Azerbaijan, 2009, No. 4, Article 223 (Volume I)):
4.1. The words ", as well as the decision on extending the temporary stay period of foreigners and stateless persons in the Republic of Azerbaijan" shall be removed from its title;
4.2. Paragraph 1.3 shall be repealed.
5. In paragraph 10.4 of the "Statute on the unified migration information system of the State Migration Service of the Republic of Azerbaijan" approved by the Decree of the President of the Republic of Azerbaijan No. 276 dated June 4, 2010 (Legislative Collection of the Republic of Azerbaijan, 2010, No. 6, Article 491 (Volume I); 2024, No. 11, Articles 1200, 1203), the words "Through the System" shall be added before the word "foreigners", and the words "filling out individually, issuing and entering information about this into the System" in that paragraph shall be replaced by the words "drawing up in the manner prescribed by the Law of the Republic of Azerbaijan 'On Electronic Signature and Electronic Document', transferring to the Electronic Government Information System for placement in the applicant's electronic cabinet in the Electronic Government Information System, and sending to the applicant's email address".

President Ilham Aliyev has signed a decree amending the Decree of the President of the Republic of Azerbaijan No. 673 dated December 13, 2007, "On approval of the Regulation on the rules for holding competitions and interviews with candidates for admission to service in justice bodies and on making amendments to some decrees of the President of the Republic of Azerbaijan".
The decree states:
In paragraph 1.10 of the "Regulation on the rules for holding competitions and interviews with candidates for admission to service in justice bodies" approved by the Decree of the President of the Republic of Azerbaijan No. 673 dated December 13, 2007 (Legislative Collection of the Republic of Azerbaijan, 2007, No. 12, Article 1223 (Volume I); 2024, No. 5 (Book I), Article 529; 2025, No. 7, Articles 632, 648), the word "state" shall be added after the word "and" in the first instance.
