In the first half of 2026, Azerbaijan allocated 1.0641 billion manats (approximately 626 million dollars) for restoration and reconstruction work in the liberated territories of Karabakh and Eastern Zangezur. This was reported by the country’s Ministry of Finance.
It is noted that the allocated amount accounts for 30.4% of the total funding planned for 2026. At the same time, compared to the same period last year, the volume of investments decreased by 31.45%.
Infrastructure projects
The lion’s share of the funds — 974.1 million manats was directed towards infrastructure development. Of this, 489.3 million went to the design, construction, and reconstruction of roads, while 371.1 million manats were spent on building new residential complexes.
Another 67.6 million manats were invested in tourism infrastructure. Cable car projects in Shusha, Khankendi, and Lachin were financed separately, with 15.9 million manats allocated for their design and construction.
Among other significant infrastructure expenditures: providing settlements with electricity (15.3 million manats), creating water supply and sewage systems (7.6 million manats), as well as developing industrial parks (7.3 million manats).
Demining and social sphere
In addition to infrastructure, significant funds were directed towards ensuring security and the social development of the region. In particular, 45.3 million manats were allocated for demining operations.
Social projects in the fields of healthcare and culture received 29.8 million manats, while 14.9 million manats were spent on the construction and repair of defense and law enforcement facilities.
